Valerius is the leader of the cult of Roman-Christians who live in the old Roman fort of Legacaestir (Chester). He can be found in the underground temple, in the middle of a large room, which was used as sewer by the Romans. Since the entrance is guarded by Preatorians, you can only gain an audience with him by eiter completing Seeking Sanctuary or defeating the guards in front of the entrance. He is an important character in the quest Ghosts of the Empire.
