Shovel is in the game classified as a quest item, despite that the item isn't used in a single quest. It can be found in multiple places and it can be used to find buried treasure chests.
The best way to find shovels and the treasure spot is by using the left Alt key, all interactable objects will be encircled by a white line. In the case of Perth, the treasure is randomly chosen, so you can make a savefile and reload it to get a better reward.
Orkneyjar[]
A shovel can be found near one of the small homes on Orkneyjar leaning against a wall east in the area.
Near the remnants of a home close to the large burnt down tower, you can find a pile of debris with a large chest underneath. While you unearth the chest, the shovel will break. After that, you can click on the spot to open the chest. Inside the chest you find 122 valuables, 4 hides and the axe Shieldmulcher.
Perth[]
In Perth, you can find a shovel leaning against a fence near the home of "the Bear" of Lady Favours south in the area. The spot where the chest is hidden, is near the smith. From the smith, go across the patch of lavendel on a nearby farm near the end of the map. Close to the end of the map, you can find two tree logs, where the chest is hidden under a pile of dirt. Inside the chest you can find a piece of generic hardened agile lammellar armour with the statistics being determined randomly with about tree quarters of its total durability still remaining.
