Boethus is a merchant and priest decidated to the Greek god of artisans, Hephaestus. As such, he practices of the crafts wor which the god is worshipped, though he doesn't sell those item. He is located in the Temple of Apollon in the region of Mysia and is one of the few merchants selling crafting materials, which are Javelin sets needed to make Pila and Sword blades.
He is also willing to provide the player with schematics to reforge the legendary blade Harpe free of charge.
